Psychiatric Evaluation and Medication Management
This is available to adults and children. Telepsychiatry is available at St. CIoud, Monticello and Elk River. If medication is being considered, clients have the convenience of being evaluated for med management at the same location they are receiving psychotherapy. For services available at specific sites, please contact the appropriate office listed under the next section.

Roger Handrich- MD
Roger has been practicing psychiatry for 38 years. He is a graduate of Gustavus Adolphus College in St. Peter, MN and medical school at the University of Minnesota.
Fortunata Milano- MD
Fortunata specializes in Child and Adolescent Psychiatry. She graduated from the Medical College of Wisconsin and completed her psychiatric residency, internship and child fellowship at the Mayo Clinic in Rochester, MN.
McCray Ashby- MD
McCray was born and raised in Cox’s Creek, KY, attending the Nelson County School System. He received his Bachelor of Science in Biology, graduating Summa Cum Laude, from Kentucky Wesleyan College in Owensboro, KY. He then attended University of Louisville College of Medicine earning his Medical Doctorate in 2005 where he was awarded the S. Spafford Ackerly Award for Outstanding Performance in Psychiatry. He completed the Adult Psychiatry Residency Program at University of Louisville in 2008. Dr. Ashby completed the Child and Adolescent Psychiatry Fellowship at the University of Louisville in 2010 where he was awarded the Mohammad Shafii, MD Award for Excellence. He enjoys working with children and adolescents by offering personalized care focused to the diverse needs of each individual. Dr. Ashby is Board Certified by the American Board of Psychiatry and Neurology. He is a child psychiatrist at the Monticello location.
Liberty A. Eberly- D.O.
Liberty is a licensed Psychiatrist practicing since 2009 in Community Mental Health. This includes experience providing telepsychiatry since 2010. She has participated in the COMPASS grant program with St. Vincent’s Hospital in Erie, PA studying the effects of a team approach (includes a Primary Care Physician, Psychiatrist and Case Manager) with patients experiencing a chronic medical condition and depression. Dr. Eberly is very interested in the coordination of primary care and behavioral health care. She is a member of American Osteopathic Association. Dr. Eberly earned her D.O. degree at Lake Erie College of Osteopathic Medicine and completed her residency at Millcreek Community Hospital, Erie, PA. She also holds a Master’s in Medical Education. Dr. Eberly sees adult clients at out St. Cloud location.
Sadaf Islam- MD
Sadaf is a board certified Psychiatrist who completed her fellowship in Child and Adolescent Psychiatry at the State University of New York, University of Buffalo, NY. During her General Psychiatry Residency at the University of Texas Medical Branch, Galveston, TX, she trained with a multidisciplinary tele-health team in the juvenile justice system/detention centers, using a collaborative Telepsychiatry model. Her areas of clinical interest include treatment of developmental disorders in children including autism spectrum disorders, mood and anxiety disorders in children and adolescents. Her other areas of interest include mental health work force shortage in the United States and advocacy. She is a member of the Academy of Child and Adolescent Psychiatry. Dr. Islam sees adult clients at our St. Cloud and Elk River locations.
Michael Thompson- MD
Michael was born and raised in Louisville, graduating from Trinity High School. He attended the University of Kentucky, graduating Magna Cum Laude with Bachelor’s degrees in both Psychology and Biology, and was also honored as the Department of Psychology’s 1998 Outstanding Undergraduate Student. He received his Medical Doctorate from the University Of Kentucky College Of Medicine in 2005. He completed his Psychiatry Residency training at the University of Louisville Department of Psychiatry and Behavioral Sciences. Dr. Thompson served as Chief-Resident of the Department of Psychiatry in 2008. Since its opening in 2009, Dr. Thompson has been in practice at River City Psychiatry. His style combines utilizing psychotherapy techniques with customized medication management. Dr. Thompson enjoys working with adult men and women. He is Board Certified by the American Board of Psychiatry and Neurology. Dr. Thompson sees adult client at the St. Cloud and Monticello locations.
Emily is a Registered Nurse with a background of Mental Health and Chemical Dependence in both adolescent and adult inpatient settings, including corrections. She received her A.S. degree from Anoka Ramsey Community College and her A.A.S degree from Hennepin Technical College. Emily is a Nurse Manager in Outpatient Mental Health serving adolescents and adults in the Buffalo, Monticello and St. Cloud areas.
