Psychiatric Evaluation and Medication Management
Psychiatry services are available to adults and children. Dr. Milano is in our Buffalo location and provides child and adolescent psychiatry. CMMHC contracts with Innovatel to provide Telepsychiatry in our St. Cloud, Buffalo and Monticello offices. If medication is being considered, clients have the convenience of being evaluated for med management at the same location they are receiving psychotherapy. Medication Assisted Recovery (Commonly known as MAT services)
CMMHC’s philosophy is that addiction is a chronic disease which negatively impacts a person’s ability to function optimally. CMMHC, in partnership with Innovatel telepsychiatry, have developed a tele-health MAT Program whose overall goal of medication assisted treatment is improved quality of life and freedom from illicit drugs.
Medication Assisted Recovery refers to managing the symptoms of withdrawal from addictive substances so that individuals can participate more fully in their recovery or using medications in the long term to maintain recovery through the use of medication along with other essential components of recovery.
Eligibility for MAR Services: Clients ages 18 and up who are diagnosed with Opioid Use Disorder (OUD) and or Alcohol Use Disorder (AUD) and have mild to moderate or persistent withdrawal symptoms, report difficulty managing OUD or AUD cravings, and or relapses through the use of Buprenorphine (Suboxone) and or other evidence-based medications to treat OUD or AUD.

Meet Our Providers
Fortunata Milano– MD
Fortunata graduated from the Medical College of Wisconsin and completed her psychiatric residency, internship and child fellowship at the Mayo Clinic in Rochester, MN. She previously worked for Allina in the Twin Cities. Child and adolescent psychiatrist – works with ages 5 to 17 years old.

Liberty A. Eberly – D.O.
Liberty completed her D.O. degree at Lake Erie College of Osteopathic Medicine and completed her residency at Millcreek Community Hospital, Erie, PA. She also holds a master’s degree in medical education. She is a licensed Psychiatrist that has been practicing since 2009, including providing telepsychiatry. She has participated in the COMPASS grant program with St. Vincent’s Hospital in Erie, PA studying the effects of a team approach (includes a Primary Care Physician, Psychiatrist and Case Manager) with patients experiencing a chronic medical condition and depression. Dr. Eberly is very interested in the coordination of primary care and behavioral health care. She is a member of American Osteopathic Association. Dr. Eberly sees adult clients at the St. Cloud location.
Steven Warren – PMHNP-BC
Steven completed his MSN – psychiatric mental health nurse practitioner lifespan in 2017 and his BSN in 2011 from Indiana University – Purdue University Indianapolis (IUPUI). In 2000, he received his ASN from Ivy Tech Community College. Steven began working in Psych in 1997 as a mental health tech working at an inpatient hospital and transitioned to an RN on an inpatient psych unit working with kids and teens in 2000. In 2014, he transferred to inpatient psych for adults where he worked until his current work as PMHNP. Steven specializes working with all ages; children, adolescents, and adults.
Michael Thompson – MD
Michael completed his bachelor’s degree in psychology and biology from University of Kentucky and his Medical Doctorate from the University Of Kentucky College Of Medicine. He completed his Psychiatry Residency training at the University of Louisville Department of Psychiatry and Behavioral Sciences. Dr. Thompson served as Chief-Resident of the Department of Psychiatry in 2008. Since its opening in 2009, Dr. Thompson has been in practice at River City Psychiatry. His style combines utilizing psychotherapy techniques with customized medication management. Dr. Thompson enjoys working with adult men and women. He is Board Certified by the American Board of Psychiatry and Neurology. Dr. Thompson sees adult client at the St. Cloud and Monticello locations.

Emily Linscott – RN
Emily completed her science and nursing degrees from Anoka Ramsey and Bemidji State University. She has experience in both in-patient and out-patient settings including, primary care clinics, chemical dependency and mental health institutes, adult and juvenile correctional facilitates as well as medical-surgical hospital units. She is currently the Psychiatry Services Nursing Manager. Her areas of expertise include adult mental health and working Infection Control.
